For Fiscal Years Ending June 2018, 2019, and 2020




  1. NOTICE IS HEREBY GIVEN that the Board of Education is requesting separate proposals from qualified auditors for: conducting year-end financial compliance audits, reviewing, designing, documenting, and testing the internal controls of business operations and preparing financial reports for three fiscal years ending June 2018, 2019 and 2020.

  1. SEALED PROPOSALS marked “Sealed Proposal for Audit Services" shall be delivered to the contact person, any time prior to, but not later than, 10:00 a.m. local time, on February 28, 2018.  Proposals received after the deadline will not be considered.


  1. A PARTICIPANT MAY WITHDRAW OR CHANGE A PROPOSAL if written notice of the withdrawal or change is received by the Chief School Business Official prior to the latest time specified for submission of proposals. Changes may be made only by substitution of another proposal. 


  1. PARTICIPANTS ARE CAUTIONED to review their proposals prior to submission.  Carelessness in quoting prices, or in preparation of the proposal otherwise, will not relieve the Participant.  Any erasures or changes in proposals will not be accepted. 


  1. PROPOSALS MUST BE VALID AND BINDING for a minimum period of 90 days after the date set for the opening, unless the Participant(s), upon the request of the Board of Education, agree to an extension.


  1. PARTICIPANTS ARE REQUIRED to complete all documents included in this Request for Proposal (RFP) and to follow the instructions for outlining your firm’s qualifications.  Upon Board action, an engagement letter will be signed confirming the acceptance of the appointment and documenting the agreed-upon scope and terms of the audit.


  1. PARTICIPANTS ARE ALSO REQUIRED to sign, notarize and return the Certifications page included in the Request for Proposal (RFP) package.


  1. EACH PARTICIPANT MUST PROVIDE A LIST OF REFERENCES consisting of at least three Illinois school districts for which they are currently providing audit services.  Include and identify those districts you have provided service for during the past two fiscal years.


  1. THE BOARD OF EDUCATION RESERVES THE RIGHT to reject any and all proposals or to waive any informalities, irregularities or defects in any proposals, should it deem to be in the best interest of the District to do so.  The contract will be awarded, if at all, to the lowest responsible Participant meeting specifications as determined by the Board of Education.


  1.  PRIMARY CONCERNS OF THE BOARD OF EDUCATION - While the dollar amount of the proposal and the financial responsibility of the Participant are significant concerns, the Board is equally concerned with the proven ability of the Participant to satisfactorily perform their contract so that the service will be provided in accordance with proposed contract documents.


  1. PARTICIPANTS MUST SATISFY THEMSELVES, upon examination of these specifications, as to the intent of the specifications.  After the submission of the proposal, the District will not accept any complaint or claim that there was any misunderstanding in regard to items or services listed in the proposal.


  1. NO CONTRACT SHALL BE ASSIGNED OR any part of the same SUBCONTRACTED without the written consent of the Board, but in no case shall such consent relieve the Contractor from its obligations, or change the terms of the contract.
